The sides/bottom are the first to melt, and then re-freeze. The milkfat moves in towards the center, or drips onto your freezer floor, leaving behind ice crystals. What causes the sides/bottom of ice cream to get icy?
It is not exposed to heat....the milk fat from the ice cream moves in towards the center, ice crystals form.....and it stays frozen.
