It depends on what you're using it for.
Whipped cream, you could use egg whites I suppose.
But cooking-wise, theres not much of a substitute so far as I know...hmmmm...
Best I can tell you is, if you're lactose intolerant (if your stomach wants to kill you for drinking a glass of milk), cooking will caramalize or burn almost all of the lactose in any dairy, so in cooked dishes you should be alright.
If you're looking for the whipped cream on cake or such, then I would go with a royal icing:
4 egg whites
4 cups powdered sugar
1 teaspoon lemon juice
Beat all to stiff peaks.

Soy milk is pretty good.
