If she shaves her underarms, she should stop shaving them and start waxing.
She can also get a pumice stone and rub her underarms with it everyday in the shower. It'll get rid of some of the dead skin in there and clean it up a little.
I've also heard that applying lemon helps, too.
Seems a bit weird to me, but hey.. Don't knock it until you try it.
