In my opinion, no matter what your skin colour or propensity to tan, I think everyone should wear the highest level of sunscreen on their faces. Vichy, Biotherm, and Clarins all make a 60spf. Wearing sunscreen on your face all the time will help you fight the aging process as sun has a big effect on how much we wrinkle - huge effect.
That being said, If you have darker skin, you might want to blend in a foundation with your SPF as anything over 30 spf is very white and creamy and can make people look very pasty.
For your body - again, the highest level of protection with the longest lasting formula would be the best to fight harmful rays to your body, but if you want to tan use a lighter spf. Tanning oils have as low as 4spf but you can find them in a 10 or a 15 spf as well. For a long day out in the sun, a waterproof 30spf should be good and if you choose to tan, reapply less often but make sure you're covering your shoulders and exposed areas so you don't burn.

it depends what your needs are, if you still want to tan then SPF15-30, if you want total blockage then SPF40-60.
